中国政府已从亚洲开发银行申请了一笔贷款（贷款编号：3712-PRC），用于支付湖南省湘江流域存量垃圾场综合治理项目的费用，并计划将其中的一部分贷款用于支付永州市餐厨垃圾处理系统设备（合同编号：E-YZ02）项下的合格支出。投标向全部来自亚洲开发银行合格国家的投标人开放。
中化建国际招标有限责任公司受永州市城市管理和综合执法局委托，现邀请合格且有资格的投标人就下列货物和相关服务递交密封的投标文件：
本工程为永州市餐厨垃圾处理系统设备。设计总规模（远期规模）200t/d，餐厨垃圾+40t/d地沟油废弃油脂处理；一期工程（近期设备采购规模）100t/d餐厨垃圾+20t/d废弃油脂地沟油处理，并预留二期工程建设用地。
本合同范围包括永州市餐厨垃圾处理系统设备的预处理系统（100t/d）、废弃油脂预处理系统、除臭系统、厌氧发酵系统、300m3/h沼气净化及储存处理系统、垃圾收运设备及智慧收运系统的设备供应，安装、调试、试运行、培训等相关服务。
详见招标文件第六章 需求一览表。合同签订后90天内完成所有设备交货，合同签订后180天完成整体设备调试。
投标人的资格要求主要包括：
（1）最近3年（2018-2020）平均年营业额不少于8000万元人民币，按投标人已完成或在执行合同已收到的付款额计算。
（2）投标人在最近3年（自2018年1月1日起至投标截止时间止）作为主要供应商：至少成功完成过3个餐厨垃圾处理设备或垃圾收运设备项目合同，其中，至少有两个合同的单个合同金额不低于25,000,000.00元人民币或等值的其他货币。
（3）经审计的最近三年（2018-2020年）的年度财务报表（资产负债表、损益表）反映的投标人的财务状况，显示出长期的盈利能力。最低要求，投标人最一年的净资产（按总资产与总负债之差计算）应为正值。
（4）投标人可利用的速动资产，授信额度，以及其他财务资源能够满足2500万元人民币现金流要求。
（5）未完结的索赔、仲裁或其它诉讼，其总金额不得超过投标人净资产的50%。

本次国际竞争性招标采用亚行一阶段-单信封招标程序，所有来自招标文件规定的合格国家的投标人均可投标。

1. The Chinese Government has received financing f rom the Asian Development Bank (ADB) toward the cost of Hunan Xiangjiang River Watershed Existing Solid Waste Comprehensive Treatment (Loan No.: 3712-PRC), and it intends to apply part of the proceeds of this financing to payments under the Yongzhou Kitchen Waste Treatment System Equipment (Contract No.: E-YZ02). Bidding is open to bidders f rom eligible source countries of ADB.
2. The CNCCC International Tendering Co., Ltd., on behalf of Yongzhou City Urban Management Bureau invites sealed bids f rom eligible bidders for:
This project is Yongzhou Kitchen Waste Treatment System Equipment. The total capacity (long-term scale) is 200t/d kitchen waste + 40t/d waste grease treatment; the first phase project (recent equipment procurement scale) is 100t/d kitchen waste + 20t/d waste grease treatment, reserve the construction land for the second phase project.
The scope of this contract includes the Yongzhou Kitchen Waste Treatment System Equipment’s pretreatment system (100t/d), waste grease pretreatment system, deodorization system, anaerobic fermentation system, 300m3/h biogas purification and storage treatment system, kitchen waste collection and transportation equipment, intelligent collection and transportation system supply, installation, commissioning, trial operation and other related services.
Please refer to Section VI Schedule of Supply of the Bidding Document for details.
All equipment shall be delivered within 90 days after signing the contract, and the commissioning for the overall equipment shall be completed within 180 days after signing the contract.
Qualifications requirements include:
(1) Minimum average annual turnover of CNY 80 million calculated as total payments received by the Bidder for contracts completed or under execution over the last three (3) years (Year 2018-2020).
(2) The bidder shall, as main supplier, have successfully completed at least three (3) contracts of kitchen waste treatment equipment or waste collection and transportation equipment within the last three (3) years (f rom 2018 to the bid submission deadline), among them, there are at least two contracts, each with a value of not less than CNY 25,000,000.00 or equivalent in other currency.
(3) Copies of audited financial statements or other financial statements acceptable to the Purchaser for the last three (3) years (2018-2020) to demonstrate the current soundness of the bidders financial position and its prospective long-term profitability. As a minimum, a Bidder’s net worth calculated as the difference between total assets and total liabilities for each of the three years should be positive.
(4) Availability of or access to liquid assets, lines of credit, and other finances sufficient to meet cash flow requirement which is CNY 25 million.
(5) All pending claims, arbitration, or other litigation shall represent in total not more than 50% of the Bidder’s net worth.

3. International competitive bidding will be conducted in accordance with ADB’s Single-Stage: One-Envelope procedure and is open to all bidders f rom eligible countries as described in the Bidding Document.
