中国政府已从亚洲开发银行申请了一笔贷款(贷款编号:3712-PRC),用于支付湖南省湘江流域存量垃圾场综合治理项目的费用,并计划将其中的一部分贷款用于支付耒阳卫生填埋场升级改造设备(合同编号:E-LY01)项下的合格支出。投标向全部来自亚洲开发银行合格国家的投标人开放。
中化建国际招标有限责任公司受耒阳市城市管理局委托,现邀请合格且有资格的投标人就下列货物和相关服务递交密封的投标文件:
本合同范围为耒阳市南京固体废物填埋场渗滤液处理“MBR+DTRO+浓缩液干化减量”系统的供货及安装、调试、试运行等相关服务,主要包括:处理规模200吨/日的渗滤液生化处理系统设备、处理规模200吨/日的渗滤液外置式超滤处理设备、处理规模200吨/日的渗滤液DTRO处理设备、处理规模50吨/日的渗滤液浓缩液干化机。本合同的估算价为人民币2180万元。
详见招标文件第六章 需求一览表。合同签订后210天内完成所有设备交货,合同签订后180天内完成附属设施,合同签订后300天内完成相关服务。
投标人的资格要求主要包括:
(1)最近3年(2018-2020)平均年营业额不少于4300万元人民币,按投标人已完成或在执行合同已收到的付款额计算。
(2)投标人在最近3年(自2018年1月1日起至投标截止时间止)作为主要供应商:
至少成功完成过2个处理规模≥150吨/日的生活垃圾填埋场渗滤液处理系统的合同,且每个合同金额不少于1000万元人民币或其他等值货币。
(3)经审计的最近三年(2018-2020年)的年度财务报表(资产负债表、损益表)反映的投标人的财务状况,显示出长期的盈利能力。最低要求,投标人最一年的净资产(按总资产与总负债之差计算)应为正值。
(4)投标人可利用的速动资产,授信额度,以及其他财务资源能够满足800万元人民币现金流要求。
(5)未完结的索赔、仲裁或其它诉讼,其总金额不得超过投标人净资产的50%。

本次国际竞争性招标采用亚行一阶段-单信封招标程序,所有来自招标文件规定的合格国家的投标人均可投标。

1. The Chinese Government has received financing f rom the Asian Development Bank (ADB) toward the cost of Hunan Xiangjiang River Watershed Existing Solid Waste Comprehensive Treatment (Loan No.: 3712-PRC), and it intends to apply part of the proceeds of this financing to payments under the Leiyang Sanitary Landfill Equipment (Contract No.: E-LY01). Bidding is open to bidders f rom eligible source countries of ADB.
2. The CNCCC International Tendering Co., Ltd., on behalf of Leiyang City Urban Management Bureau invites sealed bids f rom eligible bidders for:
The scope of this contract includes the supply, installation commissioning, trail run and other related service of leachate treatment “MBR + DTRO + Concentrated Liquid Evaporation and Reduction” System for Leiyang City Nanjing Solid Waste Landfill, mainly includes: 200t/d leachate bio-chemical treatment system equipment, 200t/d leachate E-ultrafiltration treatment equipment, 200t/d leachate DTRO treatment equipment and 50t/d leachate concentrated liquid drying equipment. The cost estimate of the contract is CNY 21,800,000.00.
Please refer to Section 6 Schedule of Supply of the Bidding Document for details.
All equipment shall be delivered to the destination (Leiyang City Nanjing Solid Waste Landfill) within 210 days after signing the contract. The affiliated facilities shall be completed within 180 days after signing the contract. All the related service shall be completed within 300 days after signing the contract.
Qualifications requirements include:
(1) Minimum average annual turnover of CNY 43,000,000.00 calculated as total payments received by the Bidder for contracts completed or under execution over the last Three (3) years (Year 2018-2020).
(2) The bidder shall, as main supplier, within the last Three (3) years (f rom January 1st, 2018 to the bid submission deadline): have successfully completed at least two (2) contracts of leachate treatment system for MSW landfill with the processing capacity ≥150 t/d. The value of each contract shall be not less than CNY 10,000,000.00 or equivalent in other currency.
(3) Copies of audited financial statements or other financial statements acceptable to the Purchaser for the last THREE [3] years (2018-2020) to demonstrate the current soundness of the bidders financial position and its prospective long-term profitability. As a minimum, a Bidder’s net worth calculated as the difference between total assets and total liabilities for each of the three years should be positive.
(4) Availability of or access to liquid assets, lines of credit, and other finances sufficient to meet cash flow requirement which is CNY 8,000,000.00.
(5) All pending claims, arbitration, or other litigation shall represent in total not more than 50% of the Bidder’s net worth.

3. International competitive bidding will be conducted in accordance with ADB’s Single-Stage: One-Envelope procedure and is open to all bidders f rom eligible countries as described in the Bidding Document.
