投标人：

Dear Bidders,

一、根据投标人对招标文件提出的问题，现对招标文件作出以下修改：

According to the question raised by Bidder, the amendment of the BD is as follows:

1、关于招标文件（第3-7页）第三章评标和资格标准第2.2.1条，招标文件要求“至少完成过两（2）个处理规模≥150吨/日的垃圾填埋场渗滤液处理系统的合同，且每份合同的金额不得低于人民币10000000.00元或等值的其他货币。”

上述合同经验是否以每一个合同反映的供应货物的总处理规模和总金额为考察标准？

1. EQC 2.2.1, Section 3 of the Bidding Document (pages 3-7) puts that “have successfully completed at least two (2) contracts of leachate treatment system for MSW landfill with the processing capacity≥150t/d. The value of each contract shall be not less than CNY 10,000,000.00 or equivalent in other currency.”

Does the above contract experience take the total processing scale and total amount of the supplied goods reflected in each contract as the inspection standard?

 

答复：

（1）招标文件第三章“评标和资格标准”的第2.2.1款“投标人在最近3年（自2018年1月1日起至投标截止时间止）作为主要供应商：至少成功完成过2个处理规模≥150吨/日的生活垃圾填埋场渗滤液处理系统的合同，且每个合同金额不少于1000万元人民币或其他等值货币”修改为：“投标人在最近3年（自2018年1月1日起至投标截止时间止）作为主要供应商：至少成功完成过2个生活垃圾填埋场（每个填埋场的总渗滤液处理规模≥150吨/日）的渗滤液处理系统合同，且每个合同金额不少于1000万元人民币或其他等值货币”。

（2）招标文件第四章“投标文件格式”的“表 EXP - 1: 合同经验表”中“投标人在最近3年（自2018年1月1日起至投标截止时间止）作为主要供应商：至少成功完成过2个处理规模≥150吨/日的生活垃圾填埋场渗滤液处理系统的合同，且每个合同金额不少于1000万元人民币或其他等值货币”修改为：“投标人在最近3年（自2018年1月1日起至投标截止时间止）作为主要供应商：至少成功完成过2个生活垃圾填埋场（每个填埋场的总渗滤液处理规模≥150吨/日）的渗滤液处理系统合同，且每个合同金额不少于1000万元人民币或其他等值货币”。

Revised as:

“The bidder shall, as main supplier, within the last Three (3) years (f rom January 1st, 2018 to the bid submission deadline): have successfully completed at least two (2) contracts of leachate treatment system for MSW landfill, (the total leachate treatment capacity of each landfill is 150 t/d or above), and the value of each contract shall be not less than CNY 10,000,000.00 or equivalent in other currency”.

(2) Section 4 of the BD, Form EXP - 1: Contractual Experience:

The original is: “The bidder shall, as main supplier,  within the last Three (3) years (f rom January 1st, 2018 to the bid submission deadline): have successfully completed at least two (2) contracts of leachate treatment system for MSW landfill with the processing capacity ≥150 t/d. The value of each contract shall be not less than CNY 10,000,000.00 or equivalent in other currency”.

Revised as:

“The bidder shall, as main supplier, within the last Three (3) years (f rom January 1st, 2018 to the bid submission deadline): have successfully completed at least two (2) contracts of leachate treatment system for MSW landfill, (the total leachate treatment capacity of each landfill is 150 t/d or above), and the value of each contract shall be not less than CNY 10,000,000.00 or equivalent in other currency”.

 

2、招标文件第六章“供货要求”（第5页） “品目号A0608，二级柱塞泵，数量1台；品目号A0610，二级在线增压泵，数量1台”与（第26-27页）表格4.7.2-2中“序号15，二级柱塞泵，数量2台；序号17，二级在线增压泵，数量2台”，前后数量要求不一致，具体以哪个数量为准？

2. Section 6 "Supply Requirements" of the Bidding Document (page 5) "Item No. A0608, Secondary piston pump, quantity 1 set; Item No. A0610, Secondary inline pump, quantity 1 set" and (Page 26-27) in Table 4.7.2-2, "Serial No. 15, Secondary piston pump, quantity 2; No. 17, Secondary inline pump, quantity 2", the quantity requirements are inconsistent, which quantity shall prevail?

4、招标文件第二章　投标资料表“投标人须知”第27.1条

The original is: “...Date: Dec. 21, 2021...”

Revised as:

二、根据投标人对招标文件提出的问题，现作出以下回复：

According to the questions raised by Bidder, the clarification is as follows:

1、招标文件第一章投标人须知第10.1条要求“投标人提交的支持文件和印制文献可以采用另一种语言，但相应的内容应附有投标资料表中规定语言的翻译本，在解释投标书时以翻译本为准。”

请问上述“相应的内容”是否指可直接反映招标文件相关要求的内容？如财务报告中的净资产、总资产等，业绩合同中的处理规模、合同金额等信息？

1. ITB 10.1, Section 1 of the bidding document requires that “Supporting documents and printed literature that are part of the Bid may be in another language provided they are accompanied by an accurate translation of the relevant passages in the language specified in the BDS, in which case, for purposes of interpretation of the Bid, such translation shall govern.”

Does the aforementioned "supporting documents and printed literature" refer to content that can directly reflect the relevant requirements of the bidding documents? Such as the net assets and total assets in the financial report, the processing scale and contract amount in the performance contract?

答复：上述提到的“支持文件和印制文献”包括投标人认为有必要提供的可应答招标文件相关要求的材料。

Reply: The above mentioned “supporting documents and printed literature” include the stuff that the Bidder deems necessary to demonstrate its compliance with the relevant requirements of the bidding documents.

 

2、本招标文件（第2-7页）第二章投标资料表中第ITB22.1条要求“除了投标书正本外，副本数量为：四（4）份英文；鼓励投标人提供投标书的双面打印副本。为便于评标，除了上述文件，鼓励国内投标人提交伍（5）份中文投标书副本。”

由于招标文件第一章第ITB22.2条中要求投标书的每一页均应由签字代表签字或小签，请问投标书副本可否是正本签字后的复印件？

2. ITB 22.1, Section 2of the Bidding Document (pages 2-7) requires that “In addition to the original Bid, the number of copies is: Four (4) in English. Duplex printed copies of the bid are encouraged to the Bidder. For the convenience of evaluation, domestic bidders are also encouraged to submit Five (5) copies of the bid in Chinese.”

As ITB 22.2, Section 1 of the Bidding Document requires that every page of the bid document should be signed by the signing representative, can the copy of the Bid be a copy of the signed original?

答复：投标文件的副本可以是正本签字后的复印件。

Reply: The copies of the Bid Document can be a copy of the signed original.

 

3、本招标文件（第3-7页）第三章评标和资格标准第2.2.2条要求“投标人应证明：提供的渗滤液处理“MBR+DTRO”系统，具有类似的型号和规格（即采用“MBR+DTRO”工艺，处理规模不低于200t/d的系统）：过去两（2）年，已经至少售出1套”。

参照招标文件第三章评标和资格标准第2.2.1中的规定“最近三（3）年”指“自2018年1月1日起至投标截止时间止”，上述要求的“过去两（2）年”的起计日期是否是2019年1月1日？是否以货物交付时间（即验收合格时间）为准？

3. EQC 2.2.2, Section 3 of the Bidding Document (pages 3-7)puts that “The leachate treat men ‘MBR+DTRO’ system offered and of similar type and specification(i.e., a system adopting ‘MBR+DTRO’ technology and with a processing capacity of no less than 200t/d ): (ii) been sold a minimum of 1 set over the last two(2) years.”

Refer to the "within the last Three (3) years" defined in EQC 2.2.1, Section 3("f rom January 1st, 2018 to the bid submission deadline"), whether the starting date of the "last 2 years" required by the above requirements is 2019 January 1st? Is the delivery time of the goods (that is, the time when the acceptance is qualified) prevail?

答复：要求的“过去两（2）年”是指自2019年1月1日起至投标截止时间止，销售合同的签订日期应在此规定的时间范围内。

Reply: The required “last 2 years” means f rom January 1st, 2019 to the bid submission deadline, the date of signing the sales contract shall be within the defined time range.

 

4、本次招标要求单支DT膜面积规格为11.5㎡，这与市面上大部分品牌的DT膜面积规格都不一样，市面上大部分膜面积规格为9.405㎡，比如金正、天地人、碟滤、坤奕、华盛龙等均提供9.405㎡膜，行业上只有美富特的DT膜面积为11.5㎡，本次招标的膜面积规格要求存在排他性，违反了《中华人民共和国招标投标法》第二十条规定招标文件不得要求或者标明特定的生产供应者以及含有倾向或者排斥潜在投标人的其他内容，请求对单支膜面积不要做排他性限定，请求确认是否可采用9.405㎡膜？

4. The specification of the single DT membrane area required in this bidding document is 11.5 m2, which is different f rom most brands on the market. Most of the membrane area specifications available on the market is 9.405 m2. Pall, Rochem, Nanostone, NEWA, DFMTEC, Beijing Tiandiren, Jiangsu Kunyi, and other companies are all providing DT membrane with an area of 9.405m2. Meanwhile, Meifute is the only company offering DT membrane with an area of 11.5 m2 in the industry. The membrane area specification requirement of 11.5 m2 in this bidding is exclusive, which violates the second part of the "People’s Republic of China Tendering and Bidding Law". Article 10 stipulates that the bidding documents shall not require or indicate the specific suppliers and other content that contains a tendency or exclusion of potential bidders. We hereby request that the area of a single membrane should not be restricted by exclusivity. Please kindly conf irm if 9.405m2 is acceptable for this bidding.

答复：本此招标除包括渗滤液处理和浓缩液处理，根据现场已有渗滤液处理设备处理量不足的情况，本次新增渗滤液处理设备需具备较长运行时间有较高产水量的要求；同时为保证浓缩液处理达标，在蒸发工艺不能满足处理要求的前提下，此部分水量需返回至前端进行膜处理，则渗滤液处理设备的处理水量会相应增加，因此本次设计采用更大面积的DT膜。

行业上单支DT膜面积规格为11.5m2的除了贵单位提到的美富特，奥地利的ROTREAT、匈牙利的PURECO、意大利GEL等公司均可提供单支面积规格为11.5m2的DT膜。且从生产角度看，能生产9.405m2的DT膜厂家基本也能生产11.5m2的DT膜，只是依据市场需求来确定产品尺寸。

Reply: This bidding include leachate treatment and concentrated solution treatment. Due to the insufficient treatment capacity of the existing leachate treatment equipment, the newly added leachate treatment equipment shall meet the requirements of long operation time and high water yield; At the same time, in order to ensure that the concentrated liquid treatment meets the standard, on the premise that the evaporation process cannot meet the treatment requirements, this part of water needs to be returned to the front end for membrane treatment, so the treatment water of leachate treatment equipment will increase，therefore, a larger area of DT film is used in this design.

In the industry, except for MFT mentioned by your company, a single DT membrane with an area specification of 11.5m2 can also be provided by companies such as ROTREAT in Austria, PURECO in Hungary, and GEL in Italy. f rom the perspective of production, manufacturers that can produce DT membrane with an area of 9.405m2 can also produce DT membrane with an area of 11.5m2, and the product size is just determined according to the market demand.
